JOE DOUGHERTY

Joe Daugherty, a Partner at Dalberg’s San Francisco office, brings nearly three decades of experience to his role. He has served as an in-house advisor and initiative leader in over 30 countries. Previously, Joe held positions including Managing Director of Dalberg Americas and interim Global Managing Partner. Throughout his career, he has been dedicated to fostering a more just, inclusive, and sustainable economy.

Recently, Joe has collaborated with the Los Angeles County Department of Economic Opportunity to develop and launch a new $25 million Economic Mobility Initiative, aimed at supporting underserved small businesses and jobseekers. He was also instrumental in designing, launching, and leading the Adult Literacy and Learning Impact Network (ALL IN), where he served as the inaugural Executive Director. ALL IN is a national collective impact initiative founded by the Barbara Bush Foundation and 10 other leading organizations in adult education in the US, including the American Library Association, ProLiteracy, Jobs for the Future, and the National Association of State Directors of Adult Education. Previously, Joe collaborated with the Office of Former First Lady Michelle Obama to develop a post-presidency strategy for Reach Higher, Mrs. Obama’s signature college access program. He also served two terms on the US Millennium Challenge Corporation’s private sector Advisory Council.

Before joining Dalberg, Joe served for two years as the Bank of Tanzania’s Advisor for Credit Guarantee Programs and as Director of the International Business Initiative at the University of North Carolina Wilmington’s Cameron School of Business, as well as a member of the Board of Directors of the North Carolina World Trade Association. He also served as Chief of Party or Project Director on three long-term USAID programs, in Honduras, Romania, and Zambia. Early in his career, Joe served as an elected Commissioner in the District of Columbia.

Joe graduated summa cum laude from Loyola University in Maryland. He earned an MA from The Johns Hopkins University School of Advanced International Studies and an MBA from the University of Pennsylvania’s Wharton School of Business.
