Elias is an Associate Partner in Dalberg’s Senegal office. Elias has more than 15 years of experience in strategy and management consulting and specializes in strategic planning, implementation, and the evaluation of public policies and programs in the health, social protection, and employment sectors.

Elias has worked with a wide range of clients including the Rockefeller Foundation, the Bill & Melinda Gates Foundation, and regional organizations to help prepare for and manage unexpected health emergencies in Africa. He also works on challenges related to regional cooperation in health and crisis management as well as interventions in the areas of health, education, women’s empowerment, entrepreneurship, and youth employment.

Prior to joining Dalberg, Elias founded and managed a business venture in Hong Kong, and prior to that experience he worked for the Ministry of Health and Capgemini Consulting in France.

Elias has a Master’s degree in Public Administration from ENA in France, a Master’s degree in Political Science and Development from Sciences-Po Paris, and a Master’s degree in Public Law from St. Joseph University in Beirut.
