Digital public infrastructure (DPI) has three elements: identity, payments and data exchange. Of these, digital payments—India’s Unified Payments Interface (UPI), for example—is the most successful. Digital identity (Aadhar, for instance) comes second. Data exchange systems have been the slowest to develop.
