Engagement with the International Livestock Research Institute (ILRI): Capacity Building for the Implementation and Monitoring and Evaluation for the Tanzania Livestock Masterplan
Capacity building for Implementation and Monitoring and Evaluation (M&E) for the Tanzania Livestock Masterplan (TLMP) is a 1-year, $93,035 project funded by International Livestock Research Institute (ILRI). The overall objective of Dalberg Implement’s support was to strengthen national and local capacity to conduct evidence-based policy analysis to enhance the quality of interventions, performance tracking, monitoring and evaluation, and dialogue in support of TLMP implementation.

To deliver on this overall objective, we achieved the following outcomes: i) strengthened capacity for the application of the Livestock Sector Investment and Policy Toolkit (LSIPT); ii) facilitated the adoption of M & E tools and processes; iii) developed the TLMP’s theory of change in collaboration with the Ministry of Livestock and Fisheries, which was later endorsed by key livestock sector stakeholders; iv) developed tools for data collection to update livestock datasets used in TLMP development; v) carried out an assessment to evaluate how effectively the TLMP achieved its stated goals and objectives, in addition to how well the plan was implemented; vi) mapped out stakeholders in the dairy sub-sector to better understand their scale and how they might be involved in putting the prioritized investments into action; vii) strengthened the culture of prioritization and stakeholder engagement in the implementation of TLMP initiatives; and viii) enhanced the contribution of the livestock stakeholders in achieving TLMP investment objectives.
