Africa faces a stark climate finance gap. In 2022, the continent required an estimated US$279 billion annually to meet its climate goals; yet only 11% of this need is being met, with private sector capital accounting for just 14% of total climate finance flows.
This shortfall is increasingly urgent. Africa contributes less than 6% of global greenhouse gas emissions yet loses 2–5% of GDP annually to extreme climate events. Despite meaningful progress, with 17 countries submitting third-generation Nationally Determined Contributions (NDCs) by November 2025, implementation remains limited, and attracting investment continues to be a primary obstacle.
In response, the African Climate Foundation and Dalberg Advisors have launched the NDC Investment Planner: Bridging Ambition and Investment. The tool translates NDCs into investable opportunities, offering a structured framework to assess climate solutions across mitigation, adaptation, and economic transformation outcomes.
Through an iterative process, it helps governments identify high-potential climate actions, evaluate investor attractiveness, prioritize viable opportunities, and strengthen financing readiness, ultimately mobilizing the capital and partnerships needed to turn climate commitments into real-world implementation.
