Building a data exchange system involves more than choosing the right technology. Governments must determine where to begin, which use cases to prioritize, whether institutions are ready, and how to balance early wins with longer-term scale.

These questions were explored in a two-part webinar series hosted by Asian Development Bank, with Dalberg as knowledge partner and Centre for Digital Public Infrastructure as Tech Architecture Advisors.

Drawing on experiences from across Asia, the sessions feature Mengthong Song, Director of Technology & Innovation, Techo Startup Center, who shares Cambodia’s journey from addressing a practical challenge ( businesses repeatedly submitting the same paperwork to multiple ministries) to building a federated exchange connecting 82 institutions and facilitating 116 million transactions. Adesh Khadka, IT and E-Governance Office, PMO, Nepal, shares Nepal’s early experience and its approach to balancing quick, visible wins with the ambition of a scaled platform.
