Anna Selejan is an Associate Partner based in Dalberg’s Abidjan office. She advises development finance institutions, multilateral organizations, governments, and impact investors on financing strategies that mobilize capital for sustainable development. Her work spans blended finance, impact investing, climate finance, transaction advisory, and organizational strategy, with more than 20 years of experience across Africa, Europe, and other emerging markets.

Anna has led complex, multi-stakeholder engagements focused on designing innovative financing mechanisms, strengthening impact measurement frameworks, and unlocking private capital for development. Her recent work includes supporting the Swiss Agency for Development and Cooperation in establishing an Impact-Linked Finance Collaborative, advising the Africa Finance Corporation on its impact strategy and measurement framework, structuring blended finance solutions for USAID Colombia to catalyze investment in rural energy access, and supporting the Green Climate Fund on trustee performance and ESG integration.

She has extensive experience in transaction advisory and financial structuring, including work with Aceli Africa, the Nordic Development Fund, and the International Finance Corporation. Prior to joining Dalberg in 2018, Anna spent five years in EY’s Transaction Advisory practice in Abidjan and Paris, where she led financial due diligence, valuation, and business modeling assignments for public and private sector clients. Earlier in her career, she helped establish Allianz Global Investors France’s fixed-income socially responsible investment practice, integrating ESG considerations into investment processes and portfolio management.

Anna holds a Master’s degree in Finance from Université Paris-Est Créteil (formerly Université Paris 12) and a Master’s degree in Economics from Corvinus University Budapest. She is a CFA Charterholder and is fluent in English, French, Hungarian, and Romanian.
