Anna Selejan is an Associate Partner based in Dalberg’s Abidjan office. She works on how capital is channeled into emerging markets and on the institutions that channel it: designing funds, facilities, and financing platforms, structuring blended finance and impact investment vehicles, and building the operating models and governance that let them function once they exist. She advises development finance institutions, multilateral organizations, governments, and investors across finance, infrastructure, and institutional strategy, drawing on 20 years of experience in Africa, Europe, the Middle East, and Asia.

Much of Anna’s recent work sits at the point where a strategy becomes an institution with a balance sheet and a staff. She has led the design of new investment vehicles from the ground up: investment and impact thesis, legal and governance structure, revenue model, financial projections, and fundraising materials. She has guided multilateral programs through the transition from hosted initiative to standalone entity, including their target operating models, organizational structures, and route to financial sustainability. She also advises institutions on their own effectiveness: whether strategy, instruments, and internal structure line up, where the friction sits, and what to change. That work has included multi-year strategies for concessional financing windows, revenue and financial sustainability plans for international organizations, impact strategies and measurement frameworks for African financial institutions, and forward-looking assessments for multilateral coordination groups.

In infrastructure, Anna advises on how projects and public assets get financed: mobilizing private capital into rural energy access, monetizing and recycling rehabilitated public assets to free capital for reinvestment, and structuring finance for agro-industrial and transport corridors. Currency risk runs through this work. She developed a local currency financing approach subsequently approved at Board level by a major climate fund, and set out exchange rate risk mitigation options for infrastructure projects in emerging markets for a multilateral infrastructure facility.

Before joining Dalberg in 2018, Anna spent five years in EY’s Transaction Advisory practice in Abidjan and Paris, leading financial due diligence, valuation, and business modeling for private equity firms, banks, development finance institutions, and governments. Earlier, she founded a securitization platform in the West African Economic and Monetary Union, incorporating two companies and obtaining the regulatory license to manage securitization special purpose vehicles. She also managed listed equity and bond portfolios on the Ghanaian capital market and helped build Allianz Global Investors France’s fixed-income socially responsible investment practice.

Anna holds a Master’s degree in Finance from Université Paris-Est Créteil (formerly Université Paris 12) and a Master’s degree in Economics from Corvinus University Budapest. She is a CFA Charterholder and is fluent in English, French, Hungarian, and Romanian.
