Nfamara Balde is a public administration and public policy expert with over 22 years of experience. He specializes in organizational transformation and strategic management of public policies (reform program, mining, infrastructures…), especially their impact on economic development. His works on reform programs and change management focus on improved transparency and organizational performance in public value creation. Throughout his career, he has consulted for governments, agencies and mining companies in Africa, Europe and Asia.
After holding various positions in audit within Ernst & Young and some advisory works as an individual consultant, he was appointed secretary general at the Ministry of State Reform, Labor and Civil Service in Guinea. Directly and closely working with the ministers of finances and budget, he conducted the required reforms in Guinea’s civil service that led to the Completion Point of the IMF Debt Cancellation Program. He has also extensively advised the government of DRC in its reform program of civil service. He currently heads the Dalberg office in Conakry that he established and works with different government entities, private sector and international institutions.
Nfamara Balde is a Mason Fellow and graduated with a Master’s in public administration from HARVARD Kennedy School of Government. He also holds an Executive master’s in public administration from SciencesPO Paris and a Bachelor of Sciences in Business Administration from Salem State College in Massachusetts.
