Shruti Goyal, a Partner with Dalberg based in Mumbai, focuses on women’s economic empowerment, building climate-resilient and inclusive cities, and assisting governments and the private sector in executing strategies.
Recently, Goyal has led several long-term strategic implementation programs using blended finance instruments to enhance women’s economic empowerment. Collaborating with private risk investors, outcome funders, and leading training providers, she oversees performance management for India’s first Skill Impact Bond, aimed at providing sustainable livelihoods to women. Additionally, she orchestrated a partnership between MercyCorps, the Walmart Foundation, and four agri-tech private sector companies to pilot programs aimed at increasing financial inclusion for women smallholder farmers.
Previously, Shruti managed an innovation challenge for the Asian Development Bank to identify startups across Asia in the digital health finance sector. She also supported a long-term innovation accelerator collaborating with the Singapore Tourism Board to identify startups and pilot sustainable programs. Shruti has worked with various state governments in India to drive behavior change programs in public health, particularly focusing on vaccine hesitancy and telemedicine. She has led capacity-building programs for South Asian policymakers, supported strategy and program management for a newly formed coalition of over 100 grassroots civil society organizations in the rural livelihood sector, and currently co-leads a podcast series on innovative finance for water, sanitation, and hygiene (WASH) in cities.
Before joining Dalberg, Shruti accumulated over 18 years of experience, including over a decade with the Lodha Group, India’s largest real estate developers. As Deputy Regional CEO, she managed a $200 million real estate portfolio, engaged in urban planning and infrastructure development for a new private smart city near Mumbai, and developed a participative governance strategy for citizen-led administration. Prior to that, she began her consulting career with Sapient and the Boston Consulting Group, serving multiple clients across the USA and UK.
Shruti holds a Master’s in Business Administration from the London Business School (Dean’s list) and a Bachelor’s in Electrical Engineering from Delhi College of Engineering, where she was awarded the Chief Minister’s Medal and recognized as the Best Candidate in Technical Education by Delhi University in India.
