Pablo Peña Corrales is an Associate Partner at Dalberg, based in London. He specializes in economic development, artificial intelligence, and global health. He advises multilateral organizations, foundations, NGOs, and private-sector organizations on strategy, organizational design, impact evaluation, and transformation across Latin America, Sub-Saharan Africa, and Europe.

Pablo brings deep experience at the intersection of technology, finance, and inclusive development. He led Dalberg’s work with the Gates Foundation’s Inclusive Financial Systems team to explore how AI could accelerate responsible and inclusive financial services in low- and middle-income countries. The work mapped emerging AI applications across financial service providers, consumers, and regulators and identified opportunities for the Foundation to support responsible adoption through funding, convening, and technical guidance.

His global health experience spans public health research, digital healthcare, and consumer product value chains. For USAID, Pablo led a multi-country assessment of lead exposure risks across consumer goods value chains in India, Mexico, Nigeria, and other markets, combining field research, stakeholder consultations, and value chain analysis to develop policy and investment recommendations. For Babyl Health, he managed an independent impact evaluation of a digital healthcare model in Rwanda, assessing access and equity, patient experience, cost-effectiveness, and fraud risk in partnership with the Rwandan Ministry of Health, the Gates Foundation, and USAID.

Pablo has also supported governments and organizations to translate economic development priorities into strategies and financing mechanisms. For the Rwanda Development Board, he developed a national workforce upskilling strategy that was adopted by the Government of Rwanda as the National Skills Development and Employment Promotion Strategy. For the King Baudouin Foundation, he supported the design and launch of the Equal Chances Fund, a trust-based, multiyear funding initiative for organizations serving disadvantaged youth in Belgium. For The Nature Conservancy, he helped identify financing needs for smallholder producers adopting regenerative practices in southeastern Mexico and design a financial facility to channel capital to them.

Beyond these areas, Pablo has advised organizations including GlobalGiving, Hispanics in Philanthropy, the International Committee of the Red Cross, and the Enhanced Integrated Framework on organizational effectiveness and strategic transformation. His work also draws on expertise in financial modelling, cost-benefit analysis, and innovative finance. He has published on strategy, technology, and development in outlets including The New York Times, El País, and Folha de São Paulo.

Before joining Dalberg, Pablo worked at Boston Consulting Group on energy strategy and investment planning across Europe and Latin America, and at the Institute for Fiscal Studies on the evaluation of early childhood education programmes in the UK. He holds a Master’s in Public Administration in International Development from Harvard Kennedy School, a BSc in Economics from University College London, and a BA in Political Studies from Sciences Po Paris. Pablo is fluent in English, Spanish, and French, and proficient in Portuguese.
